The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:

On Sunday, August 23, 2026, at 08:25a.m, the Cambodian Liaison Group (CLG) coordinated a field visit for the ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT KH HOM) from the Philippines to observe, verify, and report on the situation along the Cambodia-Thailand border, as well as inspected the illegal deployment of shipping containers by the Thai military across 14 locations, totaling 44 containers, in  in the area of the Boeung Trakoun Border Checkpoint area, Kouk Romiet Commune, Tmor Pouk District, Banteay Meanchey Province, which has prevented 7,873 Cambodian civilians—equivalent to 1,869 families (including 1,847 children)—from returning to their homes.

The ASEAN Observer Team's (AOT) observation, verification, and report at the abovementioned locations underscore the absolute necessity for the Cambodia-Thailand Joint Boundary Commission (JBC) to launch border demarcation work as soon as possible. This alignment adheres to existing agreements, specifically point four of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, which aims to ensure that our citizens can safely, peacefully, and with dignity return to their homes without any obstruction.

Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, the MOU 2000, the TOR 2003, as well as relevant agreements and documents that both parties have previously agreed upon. In this sense, Cambodia absolutely does not recognize any border alterations resulting from the use of force and illegal territorial occupation through the creation of a fait accompli on the ground, and will continue to formally protest to the Thai side against any unilateral or abusive actions by the Thai side against Cambodia's legitimate territorial integrity.

The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.

According to official report received from Military Region 4 of the Royal Cambodian Armed Forces (RCAF), on the morning of May 24, 2026, between 09:24 AM and 10:10 AM, 22 rounds of unprovoked gunfire were heard, fired by Thai military forces in the area of the O’Smach International Border Checkpoint in Oddar Meanchey Province, on Cambodian territory currently being illegally occupied by Thai military forces.

In response to this incident, the Cambodian Military Region 4 Liaison Team dispatched a formal letter of protest to the Thai Army Area 2 Liaison Team, demanding that the Thai side verify the facts, strictly enforce troop discipline, and fully adhere to the Joint Statement of the Cambodia–Thailand General Border Committee (GBC) dated December 27, 2025.

On Saturday, 23 May 2026, at 09:50 AM, the Cambodian Liaison Group (CLG) of the Kingdom of Cambodia has facilitated the ASEAN Observer Team (AOT), under the leadership of the Head of Mission (AOT HOM), to observe, verify and report on the border situation in the area of O'Smach International Border Checkpoint of Oddar Meanchey Province, as well as to review compliance with and the implementation of all stabilization measures outlined in the Joint Statement since the ceasefire came into effect.

Cambodia has always continues to provide its full support to the ASEAN Observer Team (AOT), emphasizing the essential need to strengthen the AOT's role and mandate. This ensures the ceasefire and agreed measures between Cambodia and Thailand are implemented fully and effectively. By welcoming friendly nations to assist in this task, Cambodia aims to promote transparency, accountability, and mutual trust.

The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thai General Boundary Committee (GBC) of 27 December 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand of 26 October 2025, and all other relevant agreements. This commitment is made with the aim of ensuring rapid recovery and restoring normalcy, peace, stability, and security for the populations living along the border areas of both countries.

On the morning of May 22, 2026, at 10:40 AM, the Thai Army Spokesperson Team reported that five gunshots were heard in the Phnom Bak area of Samraong City, Oddar Meanchey Province, accusing Cambodian forces of instigating the incident. The Ministry of National Defence of Cambodia categorically rejects this report, declaring it false and misleading information fabricated to incite confusion, mislead public opinion, and escalate tensions along the border. The Ministry of National Defence of Cambodia cannot accept the repeated dissemination of groundless allegations by the Thai military and Thai media. These persistent fabrications not only defame the honor of the Royal Cambodian Armed Forces (RCAF) but also severely undermine the mutual trust established through our bilateral mechanisms.

The Spokeswoman for the Ministry of National Defence of the Kingdom of Cambodia calls upon the Thai side to immediately cease the dissemination of these slanderous reports and return to the strict, full, and faithful implementation of all existing frameworks. Most notably, we urge the Thai side to comply with Point 8 of the Joint Statement dated December 27, 2025, which explicitly mandates cooperation in combating fake news. Adhering to this commitment is essential to rebuilding mutual trust and fostering an environment conducive to the peaceful resolution of disputes, in strict accordance with international law and the treaties binding our two nations.
