💬 Vladimir Putin: We are very pleased to see you – this time in St Petersburg.

We know that you had a meeting in Norway yesterday, and I would, of course, be interested to hear about its outcomes.

I would like to thank you and President Trump for your attention to resolving the crisis in Ukraine.

I know that President Trump pays particular attention to this issue, primarily on humanitarian grounds. In our conversations, including our most recent telephone conversation, he has stressed the need to end this conflict, above all in view of the casualties among military personnel on both sides.

But, of course, this is not only about military casualties, it is also about the suffering of civilians. In this regard, I would ask you to convey my most sincere gratitude not only to the President but also to his wife, First Lady Melania Trump, for her contribution to addressing humanitarian issues.

🤝 I also believe both Sides would be interested in discussing our plans to restore bilateral relations and Russian-American contacts, including economic cooperation.

If you would be willing to share them, I would also be very interested to hear your assessments of the situation in the Middle East and around Iran. You know that we have a special relationship of trust with Iran, with our Iranian partners and friends, built over decades.

❗️ If we can do anything at all to help resolve this crisis, we will gladly do so. You are also well aware of our proposals in this regard.

These and other topics could certainly be central to our discussions today, including a possible meeting in China. I have some thoughts on this that I would like to share with you as well.

Please convey my most sincere thanks to President Trump for his efforts to resolve the crisis in Ukraine.

💬 Vladimir Putin: As for diesel, once both Sides announced that supplies would be delivered to the US, global diesel prices immediately fell by 5-6%.

We are preparing shipments right now, with several tankers being readied at once.

The first tanker, carrying 40,000 tonnes, will depart in two or three days, and the others will follow one after another. The key is to ensure that the financial arrangements are in place so that everything works.

☝️ As for farmers – I know President Trump has even mentioned this in our telephone conversations – we could also supply fertilisers to the US market, and in substantial quantities.

💬 Since the beginning of 2026, Ukrainian militants have deliberately attacked more than 280 passenger buses.

Last week, a drone struck a scheduled minibus service travelling from Lisichansk to Krasnodar. The driver was killed at the scene, and ten passengers sustained injuries of varying severity.

Thirteen children were injured at the hands of Ukrainian neo-Nazis over the past week. The number of strikes on civilian facilities in Russia remained alarmingly high, reaching approximately 8,200 over the week – nearly 1,200 a day.

During the week of October 12-18, shelling by Ukrainian neo-Nazis killed or injured 233 civilians: 211 were wounded, including 13 minors, and 22 were killed.

In total, Ukrainian armed formations fired approximately 8,215 munitions at civilian facilities on Russian territory over the seven-day period.

С удовлетворением наблюдаем активизацию двустороннего политического диалога. По итогам встречи Президента Российской Федерации с Премьер-Министром Камбоджи «на полях» юбилейного саммита Россия-АСЕАН в июне 2026 года в Казани намечены основные ориентиры продвижения двустороннего взаимодействия», — подчеркнул Андрей Денисов.

Собеседники отметили необходимость наращивания торгово-экономических связей в контексте реализации договоренностей, достигнутых в рамках работы двусторонней Межправительственной комиссии по торгово-экономическому и научно-техническому сотрудничеству. Подробно были обсуждены вопросы образования, культурных обменов, подготовки кадров.

The discussion touched on the upcoming trip to Russia and the opportunities presented by this unique event. The head of the diplomatic mission also conveyed the Festival program to the delegates and wished them a safe journey, memorable experiences exploring Russia, and fruitful interactions with young people from around the world.

Mrs Irina Tsatsulina, Director of the Russian Center for Science and Culture in Phnom Penh, and H.E. Mr Gnel Rattha, President of the Association of Former Cambodian Students from the Soviet Union and Russia, also took part in the meeting.

The International Festival of Youth will bring together over 10,000 participants from 191 countries worldwide. On the morning of September 7, Wat Daun Thy hosted a commemorative ceremony to mark the 43rd anniversary of the deaths of eight Soviet cotton-growing specialists in Kampong Cham Province. The event took place near the site of the tragedy.

On August 23, 1983, during the period when the Soviet Union was assisting Cambodia in rebuilding its economy, a group of agricultural experts from the USSR was attacked by a Khmer Rouge unit. Among our compatriots killed as a result of this heinous act were process engineer Tikmenov, agronomist-engineer Lysenko, mechanical engineer Gribov, agrochemist Akhundov, mechanic specialists Chernov and Fayziev, agronomist-specialist in plant protection Nazarov, interpreter-engineer Saatov. A local specialist, So Sokkheang, who was accompanying his Soviet colleagues, also lost his life.

Representatives of the Cambodian Buddhist Sangha conducted a ceremony to honor the murdered victims.

H.E. Mr Anatoly Borovik, Russian Ambassador, extended gratitude to the Royal Government and the people of the Kingdom for preserving the memory of our country’s large-scale assistance in restoring the Cambodian state after its liberation from the Khmer Rouge genocidal regime.
“This poignant episode is just part of the bigger picture showing the hardships of the civil war in Cambodia,” stressed the head of the diplomatic mission. “It serves as a reminder of the good deeds undertaken by the government of the USSR and the Soviet people, who, despite the dangers, participated in the reconstruction and development of the national economy since 1979. Our specialists worked in various parts of the country, helping the Cambodian people build a new life.”

H.E. Mr Dith Tina, Minister of Agriculture, Forestry and Fisheries of the Kingdom, H.E. Mr Chan Ran, Deputy Governor of Kampong Cham Province, also delivered remarks. Local residents took part in the ceremony.

Утром 7 сентября в храме Даунтхи состоялась памятная церемония, посвящённая 43-й годовщине гибели восьмерых советских специалистов-хлопководов в провинции Кампонгтям. Мероприятие прошло недалеко от места трагедии.

23 августа 1983 г., в период оказания Советским Союзом помощи Камбодже в восстановлении её экономики, на группу командированных из СССР экспертов в области сельского хозяйства было совершено нападение отряда «красных кхмеров». В результате гнусной атаки были убиты наши соотечественники: инженер-технолог Н.В.Тикменов, агроном-технолог Г.А.Лысенко, инженер-механик Ю.И.Грибов, агрохимик К.Х.Ахундов, специалисты-механики А.Г.Чернов и Т.Файзиев, агроном-специалист по защите растений Н.А.Назаров, инженер-переводчик С.Саатов. Лишился жизни и местный специалист Со Соккхеанг, сопровождавший советских коллег.

В честь погибших представители камбоджийской буддистской сангхи провели церемонию.

Посол России А.В.Боровик выразил благодарность правительству и народу Королевства за сохранение памяти о масштабном содействии нашей страны в деле восстановления камбоджийского государства после его освобождения от режима геноцида «красных кхмеров».
«Этот горький эпизод – лишь часть общей картины тяжёлого периода гражданской войны в Камбодже, – подчеркнул глава дипмиссии. – Нам он служит напоминанием о добрых делах правительства СССР и советских людей, которые, невзирая на опасности, с 1979 г. участвовали в восстановлении и развитии народного хозяйства. Наши специалисты работали в различных уголках страны, помогая камбоджийскому народу строить новую жизнь».

👉 Zelensky and his entourage are fragmenting the country’s religious landscape, shaping relations with religious organisations and believers according to the degree of their tolerance for the misanthropic ideology imposed by the authorities.

Within this framework, sweeping administrative and legal measures are being implemented to weaken the canonical Ukrainian Orthodox Church (#UOC) to the greatest possible extent in public life, up to and including the dismantling of its governing structures.

The controlled chaos created by the Kiev regime within Ukrainian Orthodoxy has for years enabled the authorities, the OCU and radical groups to carry out forcible seizures of monasteries and churches, illegally re-register religious communities, cultivate hate rhetoric, and perpetrate unprovoked aggression and violence against the clergy and believers of the canonical Church.

Members of radical nationalist groups are enlisted to carry out such reprisals, with assurances that they will escape legal responsibility when breaking the law. Ukraine has developed and tacitly legitimised an entire system of backroom arrangements that encourages violations of the fundamental rights and freedoms of believers and clergy.

❌ Religious persecution has now not merely intensified – it has become fully systematic, a fact acknowledged even by many Western politicians.

One of the reasons behind the current catastrophic situation facing Orthodox Christians in Ukraine is Western support for the Kiev regime’s religious policy, first and foremost from the US. This issue is also examined in https://mid.ru/en/foreign_policy/reports/2134826/.

Despite the vast number of documented cases of persecution against the canonical Church and clear violations of Ukraine’s international legal obligations in the field of human rights, these violations have still not received due attention from universal multilateral organisations, including the UN and its leadership, which refrain from issuing detailed reports on the matter or responding firmly, limiting themselves to routine references to the problem.

Наиболее вопиющими примерами политически мотивированных нарушений прав человека в ходе следственного судебного процесса стал ряд сконструированных уголовных процессов против видных иерархов УПЦ.
Например, 20 февраля 2023 года было предъявлено обвинение митрополиту Черкасскому и Каневскому Феодосию по статье «Нарушение равноправия граждан в зависимости от их религиозных убеждений». Предъявленные ему обвинения строились на единственной интернет-ссылке на сайт Московского патриархата, а также на основании его проповедей. 12 апреля 2023 года Сосновский районный суд г. Черкассы избрал меру пресечения митрополиту в виде круглосуточного домашнего ареста с ношением электронного браслета. Собранные более 1500 обращений верующих епархии с просьбой не применять данную меру пресечения были оставлены без внимания. <...> 6 февраля 2026 года Приднепровский районный суд г. Черкассы вынес обвинительный приговор митрополиту Феодосию по сфабрикованному СБУ по инициативе ПЦУ уголовному делу по статье «о разжигании национальной, расовой либо религиозной вражды и ненависти».

С мая 2022 года СБУ во взаимодействии с другими силовыми структурами под предлогом «контрразведывательных мероприятий» провела более 1 тыс. обысков в монастырях, храмах и административных зданиях епархий УПЦ по всей Украине.

Несмотря на массовость обысков, охвативших все епархии УПЦ, предъявлявшиеся общественности улики сводились к богословской, богослужебной и исторической литературе на русском языке либо к подложным агитационным листовкам. В некоторых случаях материалы подбрасывались в присутствии жертв.
Например, 4 июня 2024 года СБУ сообщила, что заблокировала канал распространения «антиукраинской литературы» в церковных лавках канонической УПЦ в четырех городах страны – Ужгороде, Житомире, Николаеве и Киеве. Среди изъятой продукции были издания, которые якобы пропагандировали религиозную нетерпимость и оправдывали СВО.

По итогам незаконных мероприятий с целью устранения препятствий в завладении крупнейшими святынями УПЦ власти подвергают репрессиям их настоятелей, а также других иерархов и клириков канонической церкви по надуманным, политическим основаниям.

Помимо многочисленных фактов арестов епископов и клириков УПЦ, имеются случаи исчезновений и похищений духовенства, свидетельства об их пытках и избиениях, а также летальных исходах при невыясненных обстоятельствах.
Например, 16 марта 2022 года в Житомирской области вооружёнными лицами в масках был прилюдно избит и похищен архимандрит Лавр (Березовский). Его местонахождение до сих пор неизвестно. Существует высокая вероятность, что он был убит.

Подвергаются преследованиям и журналисты, регулярно освещающие творимые киевским режимом бесчинства в отношении канонической УПЦ.
12 марта 2024 года СБУ провела обыски в редакции Союза православных журналистов, предъявила четырнадцати её сотрудникам обвинения по различным статьям УК Украины («государственная измена», «коллаборационизм», «создание и участие в преступной организации», «разжигание религиозной вражды и ненависти, совершённое организованной группой») и задержала четверых из них: А.Овчаренко, В.Ступницкого, В.Бобечко и протоиерея С.Чертилина. В августе 2024 года С.Чертилин был выпущен из киевского СИЗО под залог, в сентябре – В.Бобечко, в ноябре – А.Овчаренко и В.Ступницкий.

Today’s Ukraine is anything but a neutral country, and its steady drift towards an openly anti-Russian policy began as early as the beginning of the 21st century.

📌 Europe’s complicity in fueling the Ukrainian crisis is undeniable. Together with the United States, European countries orchestrated the Orange Revolution in Kiev in 2004. To create an anti-Russian bridgehead in Ukraine, they spent years buying off politicians and entire parties, rewriting history and educational curricula, cultivating and nurturing Ukrainian nationalism, and went to great lengths to pull away Ukraine away from Russia.

❌ As a result of an armed coup d’état in February 2014, national-radical forces seized power in Kiev and imposed their own order on the multinational people of Ukraine by force, based on an ideology of aggressive nationalism and the construction of an ethnocratic state. Those who did not accept the diktat of the “Maidan victors” and refused to renounce their history, culture, ancestors, the Russian language and the Orthodox faith – millions of peaceful residents of Donbass and Novorossiya – were subjected to multiple forms of repression. A large-scale anti-Russia propaganda campaign was launched, the sole purpose of which was to convince the world that Russians and all those who consider themselves part of the broader Russian World allegedly have no right to preserve their national and cultural identity, whether in Ukraine or elsewhere. This was accompanied by denial of their right to self-determination, to maintain historical unity with Russia, and to secure dignified development and reliable security.

❗️ Moreover, since 2014, with Western assistance, Ukraine has undergone active militarisation and the development of its territory as a potential theatre of war against Russia. On August 23, 1943, the #BattleOfKursk — one of the largest battles in human history — ended with a decisive victory of the Soviet forces, marking a turning point not only in the Great Patriotic War but in the entire #WWII.

As a result of the battle, the strategic initiative was seized by the Red Army that managed to launch the offensive operations to expel the Nazi invaders from our Motherland.

The Battle of Kursk, lasting approximately 50 days, encompassed a defensive phase (July 5–23) and a series of offensive operations (July 12–August 23) by the Soviet forces in the Kursk Bulge. It appeared in the spring of 1943 at the centre of the Soviet-German front, reaching Nazi defensive lines south of Soviet city of Oryol and north of Belgorod to a depth exceeding 150 kilometres. Following the Wehrmacht’s devastating defeat at Stalingrad, the enemy sought revenge at any cost — to deliver a crushing blow on the Red Army positions along the Kursk Bulge, seize the strategic initiative, and launch a counteroffensive deep into the Soviet territory. Had they succeeded, the Nazi aggressor could reopen the path to Moscow.

After the intelligence was secured from abroad, the Red Army General Staff and the Supreme High Command knew beforehand of the enemy’s plans. Our military leadership decided first to destroy Hitler’s armor and aircraft, and to exhaust Nazi manpower in defensive combat before launching a full-scale offensive.

⚔️ The Battle of Kursk commenced on July 5 with a counter-artillery barrage — at dawn, thousands of Soviet guns unleashed a devastating firestorm on Wehrmacht positions, delaying their advance for several hours. The enemy committed its tank armada to battle: 16 divisions comprising 2'500 tanks — 70% of all German armor formations deployed on the Eastern Front.

❗️ Within days, Nazi forces suffered 50'000 casualties. The enemy offensive failed.

On July 12, the https://t.me/MFARussia unfolded — most brutal armor combat in history, with up to 1'200 tanks and self-propelled guns deployed. The fascists suffered a devastating defeat: losing over 300 tanks (the backbone of their strike force in the Battle of Kursk) and exhausting reserves, their offensive capabilities were diminished, forcing them to retreat to initial positions.

Following Prokhorovka, the Red Army seized full initiative and launched a decisive counteroffensive. By mid-July, under pressure from the Western, Bryansk, and Central fronts, German troops began retreating across the entire Kursk Bulge. On August 5, the Soviet forces liberated the City of #Oryol and #Belgorod; on August 23 — #Kharkov, concluding the Battle of Kursk.

Hitler’s forces (approximately 900'000 soldiers and officers) faced total collapse near Kursk. Thirty elite wehrmacht and SS divisions, including seven panzer divisions, were completely destroyed.

👉 This crucial historic Victory enabled the Red Army to drive the Nazis westward and launch operations to liberate Soviet Ukraine and Belarus.

In the Battle of Kursk, Soviet warriors showed unparalleled courage, resilience, and mass heroism: 231 were awarded the title of #HeroOfTheSovietUnion. Kursk, Orel, and Belgorod were accorded the status of Cities of Military Glory. The Kursk Bulge memorial complex stands as a testament to this heroic triumph.

Today, August 23, is celebrated in Russia as a Day of Military Glory, commemorating the defeat of Nazi invaders in the Battle of Kursk.

The history of the Russian tricolour spans more than three centuries. In 1693, the young Peter the Great raised it as his personal standard in Arkhangelsk, and in 1705 he ordered the white-blue-red flag to be flown on merchant ships. In 1806, a new tradition emerged. A Russian expedition explored the coast of southern Sakhalin and raised two flags on shore. The St Andrew’s Flag symbolised the role of the Russian Navy, while the white-blue-red flag marked the territory as a new Russian possession. The tricolour became the national flag in 1896, on the eve of the coronation of Nicholas II.

🗣️ Comment by the Russian Embassy in Cambodia regarding The Indian Express article published by the Khmer Times (August 19, 2026)

✏️ We have taken note of an article titled https://www.khmertimeskh.com/502005481/kerch-strait-warning-a-call-for-vigilance/ originally published in The Indian Express and then reprinted by the Khmer Times on August 17, 2026. The piece touches upon the issue of how modern conflicts affect food security.

Tribute should be paid to the author as the topic is indeed highly pressing. However, in an attempt to remain neutral (even though the article mentions “Russia’s full-scale invasion of Ukraine” which is a Western cliche that significantly simplifies the development of the Ukrainian crisis), the role of Kiev regime and its sponsors – the main beneficiaries of the supply chain disruption – remains overlooked. Let’s set the record straight.

⚠️ Over the summer, Ukraine has been using unmanned systems and intelligence it had obtained from NATO and the EU to step up its attacks against coastal transport and logistics infrastructure as well as civilian vessels in the water areas of the Sea of Azov and the Black Sea. Essential agricultural shipments came under attack, including grain and sunflower oil shipped under international trade contracts. Here are just a few examples:

❌ On June 5, drones belonging to the Armed Forces of Ukraine (AFU) carried out strikes targeting dry cargo ships Natra and Zirkon under the flags of Belize and Palau in the Sea of Azov. Five people died and three were wounded.

❌ In July, there were at least one hundred reported drone attacks by the Ukrainian Armed Forces targeting private vessels transporting Russian agricultural products to the global market through the Sea of Azov and the Black Sea.

❌ On July 18, commercial bulker MV OMORFI was attacked in Russia’s territorial waters while sailing under the flag of the Marshall Islands and transporting grain. One sailor, a citizen of India, died. The grain export terminal in Rostov-on-Don suffered damage after it was attacked by the AFU on July 25-27, followed by the seaport of Taman on July 30.

❌ On August 3, Ukrainian drones targeted the Nadezhda, a ship sailing under Cameroon’s flag and owned by a Turkish operator. On the same day, Ukrainian drones attacked Yaȿar, a Turkish bulk carrier.

Being pointless in terms of their military significance, these strikes violated international law which guarantees safety of navigation for civilian vessels. They caused delays in the deliveries of grain, oil and forage crops to international importers who get most of their supplies from Russian companies.

📌 It is obvious that the Kiev regime’s cynical military campaign to sow chaos on the global food market serves the interests of several Western countries. The military campaign goes hand in hand with the illegitimate unilateral financial, economic and energy restrictions as imposed by the Kiev regime’s Western curators in keeping with the logic of imposing a neo-colonial rules-based order. All this worsens the deficit of grain and fertilisers and leads to higher global food prices, while also creating more costs for the countries of the Global South and East, which have become hostage to the irresponsible policies of the abovementioned actors.

❗️ Faced with this situation, the Armed Forces of the Russian Federation have been working hard to ensure the safety of navigation. They have been carrying out precision strikes against facilities used by the Ukrainian Armed Forces on the Black Sea to destabilise navigation, and targeting infrastructure and ships delivering Western weapons and military hardware to the Kiev regime. These efforts will continue until security threats in the water area of the Sea of Azov and the Black Sea are eliminated, and unimpeded exports of agricultural products are ensured.
